中国缺陷汽车产品召回的管理机制:现状及发展

Recall management mechanism of defective automotive products in China: Status and development

  • About author:Prof. CHEN Yuzhong,is dedicated to the management of defective products, general standardization and Chinese information processing technology. He is a deputy chief engineer of the China National Institute of Standardization, the director of Defective Products Administration Center, General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and an expert specially subsidized by the National Council. He is a number of the editorial board of“ Interpretation of Defective Automobile Product Recall Management Regulations”. He is also working as a executive director of the Chinese Information Processing Society of China and a member of the Quality Inspection and Management Expert Panel of AQSIQ Science and Technology Committee.

摘要:

缺陷汽车产品召回是一项国际上通行的后市场产品监管制度。该文总结了中国目前的缺陷汽
车产品管理机制,量化分析了2004-2014 年间的汽车产品召回、缺陷调查以及缺陷汽车产品管理工作
的社会经济效益。结果表明:实施缺陷汽车产品召回制度的10 年来,中国汽车召回总数达到1 980
万辆,为中国消费者挽回直接经济损失284 亿元人民币,该制度在汽车产品风险控制方面成效显著。
但在汽车产品的引召率、召回率以及召回效能比等方面,中国与美国相比仍有很大差距。因此,中国
尚需着力推进并完善缺陷汽车产品召回的工作机制。

Abstract:

Recall of defective automotive products is internationally adopted for after-market administration by
the government. This paper summarizes the current mechanism of automotive defective products management,
counts up and quantitatively analyses the statistics of total recalls, the automotive defect investigations and the
social economic benefits in China in 2004-2014. 19.8 million vehicles were recalled with 28.4 billion YUAN (RMB)
costs saved for Chinese customers during this period. The results show that the current recall management
mechanism is effective to China in vehicle risk-management respect. However, the current mechanism in China
is still far from perfect in the recall rate, the recall ratio and the economic benefit, etc., comparing between
China and USA. Therefore, the defective automotive products management mechanism needs to be continually
improved with great effort for China.
